majority.
Actually, what you need is 16 to make a quorum, and then a majority of
those voting to agree.
Sorry, I was wrong -- Bj”rn stated it correctly. Majority of the RCs.
With only 19 active RCs, the bar is too high for change to be
possible. Kind of like impeachment/removal from office with the
president's party controlling both houses of the Congress.
Actually much higher - 16 out of 19. A near impossibility.
