    I would say sooner, but The Orange One is not an honorable
    man, and refuses to do what his predecessor did.

    When is it okay for the POTUS to obstruct justice?
    Any POTUS, not just the current occupant of the White House.

    When is it okay for the AG to protect the POTUS?
    Any AG, not just the current AG who is attempting to do so.

    The Mueller Report clearly shows, in at least 10 instances,
    where the current occupant of the White House has attempted
    to obstruct justice. Should the Congress allow him to get
    away with it? Or do its constitutional duty to begin filing
    articles of impeachment?

    This is not about Donald Trump. It is about the POTUS and
    what he/she is (or should be) allowed to do in office.

    No person is above the law. Including the POTUS.
    That is my view, as well as most Americans.

    However, AG William Barr and President Donald J. Trump
    strongly object to that POV, thinking they are both above
    the law and answerable to no one but themselves.

    At least Richard M. Nixon had the decency to resign from
    office in disgrace. The only "honorable" thing he could have
    done.

    At least ten instances of attempted obstruction.

    Mueller listed eleven incidents in Vol. II. Two of those involved Comey and
    the FBI investigation; but the FBI is not a judicial organization and so its investigation does not fall under the definition of a "federal judicial
    action" required for criminal objstruction of justice (see 18 US Code 1512).

    One involved things Trump had said during his campaign in 2016, long before either the FBI or the Mueller investigation had begun. In order to bring criminal obstruction charges you must demonstrate the accused had knowledge
    of the federal action he is accused of obstructing. Since Mueller wasn't appointed until May '17, you'd have a tough time proving Trump knew about a Muller investigation that didn't exist at the time he made the statements.

    Another involved Trump crafting a reply to a NY Times article. Since the NY Times is not a judicial branch of the US government, again, this would not qualify.

    Other incidents include his attempts to persuade Sessions not to recuse himself, his "I'm effed" comment (how is that obstruction?) and his alleged order to McGhan to have Mueller fired.

    None of those efforts resulted in any demonstrable obstruction of justice, so you're left to argue that *attempted* obstruction is criminally prosecutable.

    And of course you also need to demonstrate that Trump had "corrupt intent" in all the above, which is notoriously difficult to prove in court. At least
    Nixon left us his tapes.

    The prosecution of those crimes is deferred to congressional
    impeachment, or to once Trump has been removed from office.

    Technically, impeachment is the equivalent only of indictment. Prosecution would fall to the Senate.

    The starting dates and terms for members of Congress and for
    President are stated elsewhere, very clearly. The amendment does
    nothing to change that.

    Age requirement for President is 35 years, as stated in Article II, section 1, clause 5.

    The "age requirement" stated in Article II, section 1, clause 5
    has nothing to do with running or being elected to President.

    Since AOC is now only 29 that means that she will not be eligible to be elected to the Office of President until she is 35.

    There is nothing in the US Constitution prohibiting anyone under
    the age of 35 from running for President, or from being elected

    You are misinterpreting the US Constitution. To qualify for office,
    she would have to be at least age 35. That does not mean she would

    Actually it doesn't. The Constitution is silent on the issue of
    non-citizens. I don't think that the idea of several million illegals
    living in the country occurred to the Founders.

    When the Constitution was written nearly everybody in the country were
    legal citizens, there weren't several million illegal residents in the
    country (unless one wants to count all those Europeans who'd been
    invading the country for upwards of 200 years).
