    D&D 4th even included a special rule for mooks in order to make them easier to kill, so heroes could look better without having to take a lot of effort doing book-keeping. Mooks had literally different rules than plot meaningful enemies.

    I think The Gates of Ishtar turned the concept up to eleven. In that game, you don't switch the game to "combat mode" when fighting mooks. The heroes describe the general strategy they use to defeat them, and then they throw an opposing roll against the game master. The result of the roll decides how much damage the heroes take while winning - because they cannot lose.
