He probably had experienced her being charged for any tickets he'd
racked up when it was with a municipality, as they do go after the owner of
the vehicle rather than the driver unless it's a moving violation...
I imagine it's like with insurance, the owner is ultimately responsible.
If someone borrows someones car and racks up tickets, in an accident, etc
the owner is responsible for the damages. The owner then has to have the person who borrowed the car to make it good.
The responsible person will take care of the problem without the law
being sicced on them.
