Yes, run it with jsexec. I run it from my /sbbs directory like this..
exec/jsexec tickit
You'll need to edit your ctrl/tickit.ini beforehand.

Not sure why you would need to "turn it off and on". Perhaps you mean
run it manually?
You can run it on the command line with
/sbbs/exec/jsexec tickit.js
You can also manually force any event to run with GTKMonitor, or
UMONITOR.
Or you can touch /sbbs/data/tickit.now which will trigger a run.
Tickit should just run magically when a TIC file comes in under normal circumstances.

Black Panther's Mys Tic File Announce might work for you. It's designed for Mystic but I think it'll work with Synchronet too.
