comio: add comGetBaudRates() to query settable baud rates for a COM port

Win32 implementation uses GetCommProperties()/dwSettableBaud bitmask to
reflect what the device driver actually supports; nix implementation
enumerates the compile-time B* macro set (same list used by rate_to_macro).
