Yeah, I think its RLFOSSIL. There is an issue of telnet IAC codes
going on here (from what I've worked out).
To validate, you can "nc" to agency and get nothing, and "telnet"
to agency and get an EMSI request (and a no bbs banner).

I'm inclined to retry the emulated serial port in VirtualBox, however its not wanting to play ball with me, if I enable the port, the VM won't start. But it'd be one way for me to nail whether its really rlfossil or not.
