You can do this from a Synchronet BBS that is running the nntp server. fsxNet as well as whatever FTNs are available there.
End of the Line is one Synchronet BBS that is running an nntp server (I believe).
You would need to log in and create an account on one of those BBSs as usual to be able to write messages. Some of those BBSs may allow anyone to read but posting requires a login.
