There is a JAMlib in C and a similar one in Pascal that can be used, but
I don't know about Perl or Python. You could always make your own if you really wanted to.

I do plan to add that functionality into Mystic's embedded Python/MPL at some point but all of those developments have been on hold because I am struggling to get MPL stable in 1.12.

RC Clay has a JAM::Lib perl module that can be used to read/write jam
messages.
